Strange ISO results.

Hi. I read about how you measure sensors. And need some clarification about results.  D500 ISO 400 (292) and OM-D ISO 400 (162).
Am I right that it means that if I put "same lens" and make same cameras setup, I will get almost twice darker image on OM-D?
If I am right does it mean that they fool customer for one F-stop. It does not make any sense to mark ISO 50 as ISO 800 and ask to compare how clear image at ISO 800 is. Or there is some error in measurement or adding results to DB.
