Sharpness averaging

"... more consistent across all aperture settings, resulting in the higher overall sharpness score."

Why is sharpness averaged over all aperture settings?
If the user cares about sharpness they will never go over the diffraction limited aperture. So this approach to calculating sharpness puts lenses which offer a smaller minimum aperture (which a user can choose to never use) at a significant disadvantage as the difference in sharpness between f/16 and f/22 is massive on a high-res body.
